JOINT NEEDS ASSESSMENT BY PACT FOR MWRI

The effective management of water resources will be critical to the peaceful economic development of Southern Sudan. After the signing of the Comprehensive Peace Agreement (CPA) ending more
than two decades of war, the newly established Government of Southern Sudan (GoSS) is almost starting from scratch in setting up water resource management systems. In a region that is highly prone to large annual variations in precipitation and massive seasonal fluctuations in the availability of surface waters, the GoSS is particularly ill-equipped to monitor, evaluate, and manage its water resources for the benefit and protection of the population. Precipitation and surface monitoring stations were largely destroyed during the war, and groundwater monitoring stations have never been established. For Southern Sudan to meet the many challenges of economic development, improving livelihoods of rural populations, adapting to climate change and increase basic service delivery in a long-term and sustainable manner, effective Integrated Water Resource Management (IWRM) structures, techniques, and mechanisms will need to be established. However, improved decision making and IWRM structures will require the creation of database structures for consolidating and analyzing relevant information, as well as re-establishing surface water and precipitation monitoring stations and establishing groundwater monitoring stations.
